DURBAN - Wasteful expenditure in eThekwini has ballooned to over R1-billion.

The latest report before the Finance Committee shows R400-million was wasted in just three months.

It includes a tender for toilets and showers at two homeless shelters.

The facilities are not being used as they are not working.
