Mosai says the bulk suppliers' biggest challenge is how to get residents to use water sparingly, to prevent further shortages.
Johannesburg residents have been told repeatedly by authorities that water will keep flowing into their taps.
This is not always the case because the bulk water supplier is facing a myriad of challenges.
This includes municipalities that owe it R5 billion.
However, the utility has a strategy to ensure a sustainable supply and prevent further shortages.
