NELSON MANDELA BAY - It looks like an uphill battle for authorities in the Nelson Mandela Bay metro.
Just over 100 illegal spaza shops closed in the municipality, are now back operating again.
This became apparent during a raid led by Mayor Babalwa Lobishe, who's promised to come down hard on those flouting by-laws.
