The proposal comes amid South Africa's illegal mining saga.
Thousands of miners have surfaced from abandoned mine shafts, while many others remain underground, citing dire conditions.
Tinubu says illegal mining is robbing Africa of its valuable resources, undermining economies, and fuelling criminal networks.
