The predominant number of flood victims are in and around eThekwini Metro.

The government says they have established that there is no space for the victims in urban areas and townships.

Initially, the victims were to be moved to some suburban areas in eThekwini. However,  this was challenged by residents of those areas.

The residents argued that the relocation of people into their areas would affect the delivery of services and their livelihoods.
