On Monday government, business, donors, ECD workers and social partners met, to map a way forward.
This is to ensure that all children have access to quality learning opportunities.
Basic Education Minister Siviwe Gwarube says, one of the things that South Africans haven't necessary done it very well, is to focus on the foundation learning and making sure that children have access to reading, writing materials much earlier than they currently do.
