JOHANNESBURG - Early Childhood Development is suffering in South Africa, with at least 1.3 million children not enrolled in any form of programme.

This early childhood stage is critical for developing foundational skills such as language, literacy and numeracy.

On Monday government, business, donors, ECD workers and social partners met, to map a way forward.

This is to ensure that all children have access to quality learning opportunities.

Basic Education Minister Siviwe Gwarube says, one of the things that South Africans haven't necessary done it very well, is to focus on the foundation learning and making sure that children have access to reading, writing materials much earlier than they currently do.

Gwarube spoke to eNCA's Masego Rahlaga.
