CAPE TOWN - Norman Afzal Simons will be released on Thursday.
He's the man believed to be the Station Strangler, a child serial killer on the Cape Flats.
He was convicted of kidnapping, raping and murdering 10-year-old Elroy van Rooyen in 1995.
After three decades behind bars, Correctional Services says he will be under strict rules on parole.

But the child's family isn't happy with the release.
The SA Human Rights Commission believes the government failed the families of the boys whose deaths were never solved.
Correctional Services says the Parow and Strand communities will also be consulted before Simons' release.
