JOHANNESBURG - Several deadly bus crashes recently have shocked the country.
Now, Outa has uncovered systemic fraud at vehicle testing stations.
It says certificates are issued without any inspections being conducted.
The report has been handed over to the Transport Department.

Outa's Rudie Heyneke said they were informed of the fraud by a whistleblower.
"It was five different testing stations in Limpopo and one testing station in the North West,"
he said.
"But this problem is not only contained to those two provinces.
"This is not a new problem but we need to give this attention."
