JOHANNESBURG - IEC Chief Electoral Officer Sy Mamabolo says poor network connections caused delays at some voting stations.
He says this caused malfunctions with Voter Management Devices which in turn caused delays.
Most polls started to close at 9pm but thousands were still waiting in line after nightfall in some big-city voting stations, with electoral officials vowing everyone would get their chance.
"We are experiencing a late surge and are processing a large number of voters," Mamabolo told a press conference
