CAPE TOWN - Rise Mzansi is accusing the city of Cape Town of failing to uphold basic human rights for the poor.
Several households in Mitchells Plain have had their water supply disconnected because they're in arrears with their municipal bills.
One family has been without water for three months, as they owe the municipality nearly R30,000.
However, the city denies cutting off water, saying it simply reduces allocation to owing residents after exhausting other measures.
