PALMS SPRINGS, GAUTENG - The Emfuleni District Municipality says it's failing to maintain the water system due to a budget, constrained by non-payment of rates.
The Municipality's water infrastructure is in the spotlight after authorities confirmed raw sewage was leaking into the potable water system.
