JOHANNESBURG - The Nelson Mandela Bay Municipality says the vandalism of substations is destroying not only livelihoods but residents' hopes of ever having a regular electricity supply.

For weeks areas of the metro have been in darkness as the municipality grapples with protecting key electricity infrastructure.
