JOHANNESBURG - The National Health Insurance Bill was passed in December and is awaiting the President's signature.
But President Cyril Ramaphosa seems still can't find his pen.
Despite this, Ramaphosa maintains he believes in the legislation, saying it will bring equality.
But, it's been heavily criticised, mainly due to the poor state of public healthcare.
There are also concerns of doctor and nurse shortages amid high numbers of jobless health workers.
