JOHANNESBURG - Finance Minister Enoch Godongwana has allocated R19.1-billion to the education department over the medium term, with 76 percent of the funds going to salaries.
That leaves just 24 percent for other crucial education needs.
The budget will retain 11,000 teachers and support early childhood development, but concerns exist regarding actual improvements.
