Municipalities themselves are in debt and are also dealing with huge water losses due to ageing infrastructure.
Up to 50-percent of all the water supply is lost through leaking tape before it gets to its destination and can be billed for.
In late September, the Brics bank approved an R18-billion loan for the development of water and sanitation infrastructure.
