DURBAN - South Africa is still waiting to see the faces of the new government.

Wrangling over the meaning of proportional representation has strained the relationship between the two big parties in the Government of National Unity, the ANC and DA.

We look at a province now that seemingly has got this issue right. It took Kwazulu-Natal Premier Thami Ntuli a few days to announce a 10-member provincial cabinet. 

Ntuli from the IFP received 41 votes out of 80 in the legislature due to an agreement in the province involving the IFP, ANC, DA and the NFP.
