That will be possible if the National Petroleum Company Bill is passed into law.
Government says the state-owned company will ensure it participates meaningfully in oil and gas development.
It will also result in the amalgamation of many entities that fall under the Mineral Resources Department.
But some energy experts say this is a non-starter.
