JOHANNESBURG - The adoption of the controversial Bela Bill has been delayed.
It's meant to reform the Basic Education System.
But, an administrative blunder forced the National Council of Provinces to delay the vote.
The bill proposes fines or jail time for anyone meting out corporal punishment, including verbal admonishments.
But, most controversially it gives provincial heads powers to decide language policies.
Some lobby groups are worried this could mean the deaths of Afrikaans schools.
