JOHANNESBURG - Where there's smoke, there's usually illicit money flows.
This is the reality that has been rolled up for the tobacco industry.
A recent Ipsos study found that almost 60 percent of stores are selling illicit cigarettes.
That's a steep increase from the 27 percent in 2022.
It also means that tax revenue, that could be used to deliver services, has gone up in smoke.
