JOHANNESBURG - Finance Minister Enoch Godongwane is expected to present a more flexible budget on Wednesday.
Economists speculate he'll still hike VAT albeit at a lower rate than initially proposed.
The Minister has also proposed scrapping the Social Relief of Distress Grant in exchange for a zero VAT hike.
Elmien Theron, Associate Tax Director at Forvis Mazars said: "If you look at the increase of VAT, this is going to affect the poorer. There's definitely cuts required from the government spend."
