JOHANNESBURG - Cooperative Governance Minister Thembi Nkadimeng says infighting is making councils dysfunctional.

The Auditor-General has time and again lamented poor governance at municipal level.

Now, the Cooperative Governance is sending experts to help struggling municipalities.

Nkadimeng says they're intervening to improve governance and service delivery in those municipalities.
