JOHANNESBURG - The Marshalltown Fire Justice Campaign is welcoming the release of the Usindiso Commission's report.
It found the City of Joburg and its entities are responsible for the tragedy that claimed 76 lives in Marshalltown.
The commission says the city and the Johannesburg Property Company must be held to account.

It says the city failed to comply with its own by-laws.
This relates to the accumulation of waste, unhygienic conditions, overcrowding and lack of access to water.
The first part of the inquiry concluded last month.
The second phase will begin in July with that report expected at the end of August.
