JOHANNESBURG - The Joburg fire service lacked the capacity and equipment to put out the fire at the Usindiso Building in Marshalltown last year.
This is according to one of the survivors, Promise Tshabalala, testifying before the Commission of Inquiry into the blaze.
She says many of those who survived the fire still have nowhere to live.
