JOHANNESBURG - The High Court in Pretoria dismissed Home Affairs Minister Aaron Motsoaledi's leave to appeal its ruling, which declares his decision to terminate Zimbabwean Exemption Permits (ZEP) unconstitutional.
In June, the Helen Suzman Foundation and the Consortium for Refugees and Migrants in South Africa challenged Motsoaledi's decision and won.
The programme allows over 170,000 Zimbabweans in South Africa to live and work in the country.
