JOHANNESBURG - Nearly 400 residents have been evacuated from Rawsonville and Worcester informal settlements after their homes were submerged.
Officials from the Breede Valley Municipality, say some towns are without electricity because severe winds damaged power lines.
Some flood victims are being accommodated at local facilities, but others are refusing to relocate for fear of losing their belongings to criminals.
