JOHANNESBURG - It's a perpetual problem in South Africa: A skills shortage amid an unemployment crisis.
New visa regulations have been put in place to attract more skilled workers to the country.
President Cyril Rampahosa says this will make it easier for businesses to invest in the country.

But with thousands of young people, including graduates sitting unemployed, could they not be upskilled?
Labour analyst Terry Bell said the country is grossly short of teachers, nurses, doctors and engineers.
"Perhaps we should try and encourage all those who've already left," he said.
