JOHANNESBURG - In a country with high unemployment, government has often promised jobs.
In his state of the nation address in July, President Cyril Ramaphosa said government would expand public employment programmes so that more that more young people can participate in job opportunities and skills development.

But an economist says that government has in fact cut funding to public employment programmes that will decimate the opportunities.
