JOHANNESBURG - Education Groups are calling for the new Basic Education Minister to prioritise the Early Childhood Development Bill.
Right now only a third of children under six years of age are accessing early childhood development programmes.
The bill brings in changes, among them measures to make it easier for people to register ECD centres as many operate outside the law currently.
