DURBAN - KwaZulu-Natal Premier Thami Ntuli delivered his state of the province address on Friday.
The Government of Provincial Unity is facing challenges related to service delivery and unemployment.
Last year, the premier highlighted inclusive economic growth, job creation and reducing poverty.
Harlan Cloete, a local government analyst from the University of the Free State, discussed the dynamics of governing in coalition with eNCA.
Cloete also explained the role of civil society in the process of governance, saying, "you cannot fault government in terms of what they say. They say all the right things. Unfortunately, actions speak louder than words."
"If you look at the actions and conduct of government, we have these cases [where] people say one thing and they do the opposite so one can hope for active citizens."
"If you look at the National Development Plan, it mentions active citizens and it says that there is role to play by the business community, the academic community, the government and civil society."
"It is for civil society, the academic community, and the business community that they find their voice and to make sure that they hold government to account," he said.
"Shaping society is a collective responsibility," Cloete said, "Business has a role to play within society because they create employment, [the] government creates an enabling environment so it's this collective [that] in this way we move from government to governance where all of society plays a role."
