JOHANNESBURG - As South Africans brace for more blackouts, Johannesburg City officials are also worried about infrastructure damage.
They say rolling power cuts are enabling cable thieves.
The city says it's losing three-million rand daily to cable theft and damage.
Officials visited some affected areas to assess the impact.
