In the midst of the struggle, some have identified an opportunity to make money by selling water.
But, the city is warning residents against buying water from tankers roaming the area.

The city is also reminding communities that water being sold is untested and not declared safe for drinking.
Residents are also being urged to report tankers selling water in their communities.
