PRETORIA - Tshwane Mayor Cilliers Brink blames the ANC-led government for the failures in Hammanskraal.
At a briefing on Friday, the opposition mayor outlined the neglect by the city's previous mayors prior to the 2016 elections.

Brink says upgrading the Rooiwal wastewater treatment plant was key to the health of the residents because more than 35 percent of the city's wastewater is processed at Rooiwal.
"For many years, the people of Hammanskraal have not had portable water," says Brink.
"Government was warned that the plant would need upgrades," he adds.
Brink says that stop-gap disaster management measures were put in place, but the upgrades did not happen.
"Had the upgrades taken place, it would have been cheaper and quicker to solve today," says Brink.
