CULLINAN - Many communities remain helpless against government bureaucracy.

Pleas for help addressing challenges often go years without being attended to as the issue gets passed from one department to another.

This was the case for residents of the town of Cullinan.

Their basic service delivery concerns were addressed at an external public hearing this week.
