JOHANNESBURG - Water issues in eThekwini are caused by neglected maintenance.
That's according to Water and Sanitation Director-General Sean Phillips.
Residents in Phoenix, Tongaat and Verulam have been protesting outages that have lasted for months.
Phillips says there's also been a huge increase in demand for water in the city.
