Now, they say it's beginning to show in the deterioration of the inner-city.
Opposition parties such as the DA say the eThekwini Municipality spent millions on cleaning and solid waste tenders, but it's not clear where that money actually went.
Residents are unhappy with the state of service delivery in the city, be it water provision, roads, electricity or waste collection.
eNCA reached out to eThekwini Municipality officials for an interview regarding the street sweepers that were procured years ago, but no one was available to respond.
