HARARE - The City of Harare says residents, government and businesses owe it over $70-million.
It blames this for poor service delivery in the capital city.
But, residents are not buying it, blaming it on incompetent city officials.
In May, President Emmerson Mnangagwa appointed a Commission of Inquiry to investigate Harare City Council.
The investigations are continuing and the commission is expected to issue findings after three months.
