Municipalities cant afford to pay for water
JOHANNESBURG - The SA Local Government Association says only 17 of the country's municipalities aren’t able to pay for bulk water supply.
That's because they don't generate enough revenue to be able to pay for water. This comes as the country grapples with water woes.
