It paves the way for independent candidates to contest positions in the National Assembly and provincial legislatures.
There are, however, requirements that must be met.
These include the inspection of copies of lists and their accompanying documents.
Home Affairs Minister Aaron Motsoaledi will now have to establish the Electoral Reform Consultation panel within four months of gazetting the amendments.
