JOHANNESBURG - Police Minister Bheki Cele says the police are under capacitated.
He explains that the the service currently has less officers than in 2010.
Part of the reason for this has been the dismantling of structures within the police such as crime intelligence.
Thousands of new officers are being trained to join the police. Cele had a sit-down with eNCA's Masego Rahlaga.
