JOHANNESBURG - The Joburg Council voted, for the second time, to reject Mayor Mpho Phalatse's R2-billion short-term loan application.
Phalatse is also facing another no-confidence motion against her.
This follows her unlawful removal in September and reinstatement by the high court.
The first motion was declared illegal and unlawful.
