The EFF is calling for President Cyril Ramaphosa to resign.
The Red Berets are being supported by union Saftu.
Mkhwanazi says they won't tolerate anyone breaking the law.
"Everyone has the right to gather, the law allows people to gather. They don't even need to give permission, they just need to give notice," he said.
"They can gather, doesn't matter which party it is....but they must give notice."
