CAPE TOWN - ANC SG Fikile Mbalula will open the Western Cape elective conference on Saturday.
It's the province's first elective conference since 2015.
Previous attempts to gather failed due to deep-rooted factionalism.
Now, it's going ahead, despite two regions not holding their conferences.
