JOHANNESBURG - Incompetent municipalities and the lack of political will are the reasons behind the worsening state of South Africa's cities.
That is the view of governance expert Harlan Cloete.
He has urged municipalities to not neglect existing infrastructure as they build new facilities.
"As the national treasury report shows that some municipalities are simply not capable to deliver," says Cloete.
"They may have the good intent, but there's a culture of not working," he adds.
