LADYSMITH - The Human Rights Commission says floods and storms can lead to violations of basic human rights.
The Commission is on an oversight visit to Ladysmith in KwaZulu-Natal.
The small town has been repeatedly hit by deadly storms and floods, in which over 20 people died.

Widespread damage to infrastructure has also been reported in parts of the province.
Authorities from national government are expected to descend on KwaZulu-Natal on Friday -- in eThekwini and Ladysmith in particular -- to assess the damage to infrastructure and loss of life.
