JOHANNESBURG - Johannesburg Mayor Kabelo Gwamanda delivered his maiden State of the City Address on Tuesday.
He says the coalition government has left the city's coffers empty.
According to Gwamanda, he has spent the last three weeks poring over the books.
"For the past three weeks I have delved into the working mechanisms trying to understand the true state of the City of Johannesburg," he said.
"What we now know as fact is that the city's finances remain strained following the tabling of a conceptually flawed budget by the multi-party government."
