JOHANNESBURG - Another Johannesburg building fire has claimed lives and injured others.
One expert believes a coherent policy must be developed to deal with Johannesburg CBD's hijacked buildings.
This needs to include the development of high-quality teams and specialised law enforcement support.

Wits University Adjunct Professor Alex van den Heever says Johannesburg's catastrophic history of CBD fires is a tale of the city’s non-accountability crisis.
He says government, with all its powers and resources has failed to tackle this issue.
He adds this is due to the governing party being captured by criminal elements who divert state resources into their pockets.
