PRETORIA - Johannesburg and Tshwane residents are praying for an end to the billing crisis.

Financial mismanagement, technological glitches and service cut-offs have been blamed for this.

Johannesburg residents have now turned to the courts for relief. 

But in the capital city, civil organisations have marched to municipal offices, before considering legal action.

The billing crisis in Johannesburg goes back over two decades. 

The Johannesburg Property Owners and Managers Association, says they've experienced this first-hand, along with their members.

Gauteng Premier Panyaza Lesufi says the problem is being attended to.

Tshwane's deputy mayor was on hand to receive the memorandum of demands from frustrated residents. 

The city has been given 14 days to respond or face legal action.
