JOHANNESBURG - President Cyril Ramaphosa says failing to deliver basic services to South Africans is a human rights issue.
Ramaphosa was speaking during Human Rights Day commemorations in De Aar in the Northern Cape on Tuesday.

Access to water, sanitation, electricity, housing, healthcare, education, and more made an appearance during his speech.
Ramaphosa says getting ailing municipalities back on track is a priority in providing basic services.
