JOHANNESBURG - The deaths of 21 young people at Enyobeni Tavern, seem to have spurred the Eastern Cape Liquor Board into action.
Nearly a year on since the tragedy, the liquor board says it will show zero tolerance, to licensees who promoted underage drinking.
In the cross-hairs of these new measures, are the notorious "Pens Down' drinking parties, where teenagers across the province gather to celebrate the end of exams.
