At a media briefing, mayor Mxolisi Kaunda assured residents and holidaymakers that beaches are safe.
"We can guarantee that we will continue to open our beaches but there is nothing that stops us together with the independent scientist because this thing fluctuates," he said.
"We carry a responsibility not to allow people to swim in our ocean where the water quality Is not guaranteed."
